Description
I suspect it is the codec choice to blame (i'm tried gsm, pcma, pcmu, and silk). I just installed the codec pack from google play and it still doesn't work. I tried contacting support@ostel.me and chatting with someone over at #theguardianproject at freenode, no response. Any ideas are welcome.

The echo test service has been operational for the last month. This may have been a local network problem for the user.

I am using CSipSimple 1.02.03-2459 on Android 5.0 (actually CyanogenMod 12.1) and had had this same problem for a long time. I can call another ostel user. But when I call echo test 9196, I get "488 not acceptable here".
Gladly I just found out that (in "settings => network => secure transport") changing SRTP mode from "optional" to "disabled" solves my problem.
My apology if I am jumping into the wrong discussion thread. But this bug report is #1 for the search keywords 'ostel echo 488' without even specifying the sip client. So I hope this would at least be helpful to users of CSipSimple and maybe some more sip clients

Sorry, my previous comment was not clear. Of course you would disable SRTP mode only for 9196@ostel.co . For other calls you would set it to mandatory or optional so that the calls are encrypted.
