Launch intent requires the user to first start Orbot

Description
an intern here was testing launching Orbot using Android Broadcasts and noticed that Android Broadcasts won't launch Orbot on a phone where Orbot has not previously been launched, ie: where it has just been freshly installed. He is still triaging the issue.
if the device gets rebooted after a fresh install, the Android Broadcasts work fine to wake it up; but not when Orbot has literally just been installed.
