Make it possible for apps that use to Tor to automatically start Tor on demand without any user interaction, and without showing any Orbot Activity. This must be based on the Orbot configuration, so that things that can increase security risk, like hidden services, are not automatically and transparently started.

So Orbot should decide if the current config is "safe" when it receives an incoming request to start Tor. If Orbot deems it safe, then it starts Tor without showing any Activity. Otherwise, it will show its own start Activity for the user to enable themselves.
