At the CipherKit-Martus meeting, we decided that the Chained TLS stuff would have to wait until next year. Its a big project, and based on all the other priorities, there is probably only 40 hours of dev time available to spend on Netcipher from martus year 1. So we decided doing transparent orbot integration was doable and high priority
