We looked into cafebazaar.ir, it is a full featured Android app store. It has lax security as compared to Google Play or FDroid, but it is probably better than a lot of the random APK downloading sites.
They currently use http:// by default, and the https:// connection is available but a bit oddly configured, so not entirely usable. They might be open to improving their security, but it seems that they also are working closely with the government in Iran so that it will likely always be monitored and filtered from within, no matter how good the external security.
