Reconnect after connectivity changes lasts far too long (or never succeeds)

Description
As a followup to https://github.com/guardianproject/Gibberbot/issues/329
These are two logcats: fist, connect on wifi and turn wifi off. The phone reconnects to cellular. Do some web browsing to prove that connection exists. Check chatsecure - still "Signing in".
Second, connect while wifi is off, get online via cellular, turn wifi on so that cellular connection is dropped, do web browsing, return to chatsecure - still "Signing in".
I think that it eventually reconnects, but it takes many many minutes.
