No notification when on W-LAN with Nexus 4

Description
If the device is inactive for some minutes I will only notified if I turn on the screen.
Problem only occurs when connected via W-LAN.

This is a known issue with Nexus 4. There are lots of advice on forums regarding this exact problem of not receiving notifications from applications when phone is in sleep mode (screen turned off). After some experimentation, I found that ONLY by upgrading to Android 4.3 and downloading the latest radio drivers the problem above resolves itself (apparently a pretty buggy radio driver in previous releases).

No, thats not the reason.
I'm already on Android 4.3 and using that radio.
I addition, that problem only occurs with ChatSecure.

Dunno as I have a a series of Nexus 4's in different states and see exactly what you are complaining about unless I use Android 4.3, PLUS update the radio drivers. I just tested again the scenario you outlined. WI-FI only, screen off (sleep mode), wait 5 minutes, and after I message to the device, I get a notification instantly. To be more specific about my setup I am using rooted Cyanogenmod 10.2 ROM versus stock Android. You sure those radio drivers you are using are the latest? It is a separate process to load it. It isn't part of a stock 4.3 upgrade. Anyways, just my 2 cents as I did experience this exact issue and now after doing outlined above, chatsecure behaves properly 100% with notifications in sleep mode in either WI-fI or cell mode. Maybe try turning off Wi-Fi optimization as that has been known to lead to push messaging issues also.

My using CM10.2 Nightly, with the latest radio (m9615a-cefwmazm-2.0.1700.84), too.
I tried it with or without Wi-Fi optimization, same behavior.
Works fine with Xabber, but I'd like to use ChatSecure...

I don't know why, but it works after I deleted CS's app data.
The notification is sometimes about 20 sec. delayed, but thats fine.
Solved for me.
