In commmit 4f30872571ee252202b00d3436b8204c745c390b, I put all of the dependencies into setup.py. It worked for making the Mac OS X app, so hopefully it works for the Windows app too.

The windows build requires some dependencies that are executed at build time that I don't totally trust, so, as we discussed in the scrum, I don't want to put this directly on debeater.

Instead I'd like to put it in a gitian instance or something. In the meantime we should produce the windows builds on our own machines.

I can do it cause I have a windows VM just for this.
