Description:
You are unable to start an encrypted session on Android. The last time I have encountered an issue of this nature it was due to a permissions mismatch, the default application (Hangouts - no way to change this) gets the DELIVERED_ACTION intent, and every app (including the default one), gets a RECEIVED_ACTION intent.

The priority value only does something on Jelly Bean and earlier (as far as I know) and controls who gets the DELIVERED_ACTION first. That app can then choose to stop it propagating or let the next app in line see it (and so on).

Steps:
Open new chat
Click padlock
Select Start Encryption
- Nothing Happens
Open Hangouts
Key is visable

I need more information than this. I am not sure what intents have to do with encryption.
