Version 14.04 on Android 4.2.2
If chat encryption is set to deactivated or as requested in Settings -> Chat Encryption,
otr still keeps trying to force encryption resulting in a lot of "spam" to the other user.
This happens then whenever a chat is put into focus, resulting in a lot of complaints from contacts.

Priority should probably be raised, as this bug makes people stop using it all together.

Also, this might be related to localization. I can't reproduce it right now using English. On the other hand I did reproduce it with German on a fresh installation of the current version 14.04.
