chatsecure 14 always tries otr also when otr is set to manual

Description
since the update to 14 and also with 14.01 chatsecure automatically sends otr tags to all open connections with a message asking to install chatsecure adium etc. This happens in auto and manual otr mode, not when otr is off.
Cant chatsecure use whitespace tags in auto mode? And not send anything in manual mode unless i touch the lock symbol?
Its slightly annoying explaying to fb an gmail users what happened.
