file sending no work

Description
My experience has been total failure at sending files. They were simply a single .jpg in one case and a single .mp3 in another. The xfers stalled about 10% of the way on the sending phone, and 5% of the way on the receiving (judging by the respective GUIs). This was tried repeatedly.
In one case both phones were the exact same model of Motorola over WiFi, in the other case they were different models of Motorolas one over WiFi and the other over data.
All devices were over Orbot and ChatSecure with forced encryption and programs versions were recent, if not the latest.
