Cannot configure ostel server successfully when I use server quick start

Description
I followed "https://dev.guardianproject.info/projects/ostel/wiki/Server_Quickstart" to install the ostel server. I finished:
1. Install system requirements for Docker
2. pull guardianproject/ostn-base image from index.docker.io
3. Run container
but am stuck at:
4) Configure applications
I followed the "README.md" under /home/webapp/src when I log into the guardianproject docker container to do this configuration. But currently I cannot get:
"rake devise:setup"
work and it keeps sayning:
"rake aborted!
undefined method `name' for nil: NilClass
"
I've struggled with it for almost one day but no progress at all.
