KeySync shows "Sync Failed" if no keys found

Description
If the combo of apps to sync in KeySync does not have any OTR keys in them, KeySync will give the "Sync failed" screen. Instead, it should tell the user "no OTR keys found". This happens with Jitsi and GnuPG. With libotr-based apps, we can tell if keys exist based on whether the otr.private_key
and otr.fingerprints
files exist. In Jitsi, the OTR keys are stored in the same config file as everything else.
