"sign out all" does not shut down CS completely

Description
After pressing "sign out all" CS seems to be closed, but there is still the background CacheWordservice and a process running. This happens on android 4.2.2.

If the foreground notification icon is gone, then I don't think this is an issue. The system will automatically terminate the cached process when convenient / memory is needed. I don't think we need to second guess the framework algorithm for doing so.

while attempting shutdown, the RemoteIM service was actually being restarted.
also, cacheword was not being properly shutdown in the case of a no password / blank password config.
