Cannot advance to "Simple Story" or "Template" without entering a name for the story

Description
This references screen: 11 from workflowv11.
If you have not entered a title, you may not advance to a simple story or a template.
(i propose the solution is a toast that appears and says "Please enter a draft title, you can change this later."

We could also have a default title like "Project 2012/11/28" if you haven't manually entered one
