redundant and confusing encryption settings

Description
There should either be global or account toggles. Having both will repeatedly confuse new users. Typically when given verbal instructions to "require/force encryption", a newb will find one or the other of the toggles and set it only, without finding the other. This works great if they happen across the account setting, but not as great if they find the global settings first.
Per-account is great for compartmentalizing contacts, in order to accommodate the way each can be expected to use XMPP (for instance, having an encryption-only identity for important and confidential communication, and an indiscriminate/open identity for everyone who can't be bothered to do anything out of their normal use).
So maybe the global settings toggle is the unnecessary/redundant one?
