orbot 13.0.6RC-3 still locks up Samsung GS4 Android 4.4.2 while using WiFi

And the lockup is faster than ever with RC-3.
orbot works OK over 3G & over LTE, on my GS4, but, because it isn't rooted, can only use orbot with orbweb -- incredibly limiting.
RC-3, with WiFi enabled, completely blocks access to Android Settings screen (display goes totally blank. Repeatedly hitting home key may (or may not) invoke TaskMan, to kill orbot. If not, then long press on power button or battery pull required to recover GS4.
orbot worked fine with Samsung GS4 Android 4.3, with or without WiFi. Samsung is fixing NOTHING and admitting to nothing in their Android 4.4.x with regard to orbot.
orbot 13.0.6x has also lost the ability to "check" functionality via Chat Secure. Will only check via "Browser" (orbweb). Why?
Really need orbot to be fixed on Android 4.4.2 with WiFi enabled.
