win32: folder chooser doesn't show hidden folders

on windows, if the user doesn't have shown hidden files enabled (which is the default setting on all windows), then the dialog used by Tkinter doesn't allow for the selection of hidden directories, which includes the APPDATA dir.

This isn't a major bug, but will be a usability problem for users who have non standard installations.
