Windows 7 Pidgin (installed as admin to Program Files, with OTR plugin installed as admin also.) By default: failed. The folder it says is C:\Users\tom\Application Data\.purple The correct folder was C:\Users\tom\AppData\Roaming\.purple After changing it with "Select Folder", still didn't work.
