UX Workflow, Technical Questions

Hello All!
This week I interviewed a friend of mine, who is a seasoned journalists, recently turned UX designer. From that conversation, and taking a step back to analyze the process one would go through to capture evidence while in the field, I have some new insights into how the experience of InformaCam can be optimized. I'll post a list of all of the insights in another forum topic. However, I have a couple questions, about what is technically possible:
1. One of the main takeaways, that would lead to a fundamental change from how the app currently operates, is— When in the field gathering evidence, people are going to capture as much as they can on photo and/or video. So, instead of taking one photo then annotating it, for example, one would take 15+ photos, delete some, then select 2 to annotate and send to an organization.
I know we have some technical restrictions in using the Android raw camera; But, is it possible to allow 'rapid fire' capturing?
Ideally, users would stay in the camera mode, until they are done capturing. They could tap the 'back' button on the phone to take them to the gallery. There's a sketch below showing how the workflow would change from the current version.
2. On the screen where you annotate (screenshot immediately below), can we allow a horizontal scroll here, while in landscape mode? This may seem like an odd question, but the reason is for ease in adding info while annotating. The .mov file attached shows a rough idea of the annotation workflow that demonstrates this idea.
